I don't think this is an old/new debate so much as the eternal struggle between turn-based and real-time games. What I'd like to strive for here is a queued turn system, where you can go as fast as you like--unless you don't want to. If you're throwing actions at the server like crazy, you shouldn't be experiencing any pauses. Things should be exactly as they used to be, with the exception of when you run out of actions, where there will be a 10 second pause up to 6 times waiting for you to enter more. I could slow that down to 5 seconds, no problem.
