How about letting some of the people that have some coding ability, but have no Tek or Geo bit, at least get pieces of code and work on them offline, then when they believe that they have fixed it, give it to one of the Tek/Geo's to be put into place. This way if Quinn doesn't want any more Tek/Geo's there doesn't have to be any additions, but the bugs get fixed. And if someone does a completely stellar job, this also acts as sort of a interview for a Tek/Geo bit. I think this provides the best of both worlds. The $players get the benefit of getting bugs and stuff fixed quicker, and Quinn does not have to give a prog bit to someone who he has no idea if they can prog without screwing things up more.
